Kill switches before alpha
The larger half of the engineering is the apparatus of refusal. A halt is an action already taken.
Alpha is the smaller half of the book. The larger half is what happens when the venue disappears, the clock drifts, or the drawdown budget is spent.
Every adapter answers to a supervisor that owns the authority to halt it. Venue unreachable for more than three seconds flattens the book. Resumption requires two officers and a written cause. That is not a culture. It is a property of the process that routes the orders.
We built the containment first. The strategies came later, and only the ones that could live inside it.
